Animal Rights Fund
In July 2024, a new law in Türkiye ended the practice of “collect, neuter, vaccinate, and return” for stray dogs. Under the new regulations, stray dogs must now be collected and kept in shelters until they are adopted. Dogs that pose a threat to people or animals, have contagious diseases, or belong to banned breeds may be euthanised under veterinary supervision. Municipalities have until December 31, 2028, to build shelters and improve conditions.
However, with an estimated 4 million stray dogs and only 105,000 shelter spaces available across the country, this poses a significant challenge. Building enough shelters in time seems unlikely, raising concerns that the law puts many animals at risk.
In response, the Animal Rights Fund was launched to support local shelters in creating pilot living spaces for animals, encourage local giving for long-term sustainability, and promote knowledge sharing to improve animal welfare.
